Ingredients

- Salt and black pepper, to taste
- 1 tbsp olive oil
For Frying
- 2–3 tbsp vegetable oil
Instructions
1. Prepare the Potatoes
- Place the potatoes in a large pot and cover with cold water.
- Bring to a boil and cook for 15–20 minutes, or until fork-tender.
- Drain well and mash until smooth.
- Stir in butter and cheese until melted.
- Let cool slightly, then mix in the egg, flour, chives, salt, and pepper.
- Set aside.
2. Make the Beef Filling
- Heat olive oil in a skillet over medium heat.
- Add the onion and cook until softened.
- Stir in the garlic and cook for 30 seconds.
- Add the ground beef and cook until browned.
- Season with paprika, oregano, salt, and pepper.
- Cook until the mixture is well combined and most of the moisture has evaporated.
- Allow the filling to cool.
3. Assemble the Potato Cakes

- Transfer to a paper towel-lined plate.
